The first step is to break down information silos. This phase involves a convergent risk analysis. We don't just ask, "What is our cyber risk?" but rather, "How can a cyber risk enable a physical risk and be exploited by a cognitive campaign?" The organizational context, leadership, and MDO security policy are defined.

This is where the plans are executed. MDO controls are implemented, which are synergistic by design. For example, awareness training (cognitive) is directly linked to physical access protocols (physical) and digital hygiene (cyber). The goal is to create a unified organizational "immune system," not isolated barriers.

Performance measurement is no longer isolated (e.g., ‘firewalls blocked’). Internal MDO audits and convergent Red Teaming are implemented, simulating real-world threats across all domains simultaneously. Management reviews assess overall resilience, not the performance of a single department.

Based on verification, the system self-corrects. Nonconformities are managed and corrective actions are implemented holistically. A weakness detected in a physical audit may require a corrective action in cognitive training and in the IT policy, ensuring that the organization evolves faster than the threat.
